Beginning at Portsmouth City line at Scotts Creek Bridge, thence westward along the Churchland Road to the Western Branch of the Elizabeth River, thence along the Western Branch to the Elizabeth River, thence along the Elizabeth River to Scotts Creek, thence up Scotts Creek to the bridge over the creek, the point of beginning.
